This is a quote from an episode of Star Trek: The Next Generation, “A Matter of Honor,” in which Captain Picard and Captain Jean-Luc Picard discuss the nature of magic and power. In this episode, Picard explains that power is a means by which one can obtain more magic while also manipulating it to their own ends.

As such, the two concepts are not mutually exclusive. In fact, they can be linked together in a sort of feedback loop that creates a greater quantity of magic and a greater quantity of power to work with.
